TUCP welcomes DOLE Order for Special Convention to elect officers

In a decision issued by the Bureau of Labor Relations (BLR) of the
Department of Labor and Employment (DOLE), the Aquino government
upheld the Presidency of Atty. Democrito T. Mendoza over the Trade
Union Congress of the Philippines (TUCP). The BLR ruling stemmed over
the disputed leadership of the largest labor center in the Philippines
between its erstwhile longtime leader, Atty. Democrito T. Mendoza and
Mr. Ernesto F. Herrera. The BLR ruled that the parties to the dispute
must revert to the status quo ante whereby the President of the TUCP
is Atty. Democrito T. Mendoza. The DOLE ruling also called for the
holding of a special TUCP Convention to elect new officers.

This affirmation by the Government of the Presidency over TUCP of
Atty. Democrito T. Mendoza is a welcome development and lays to rest
the spurious, self-serving claim of Mr. Ernesto F. Herrera. Eighty
percent (80%) of TUCP affiliates kept faith that the DOLE-BLR decision
would uphold our stand that Atty. Mendoza remains our TUCP President.
Even the National Anti-Poverty Commission (NAPC) Secretary Joel
Rocamora and Technical Education and Skills Development Authority
(TESDA) Director General Joel Villanueva expressed their recognition
of Atty. Democrito T. Mendoza as the TUCP President.

We look forward to the holding of the Special Convention where we
intend to invite observers from the International Labor Organization
(ILO), the Global Union Federations (GUFs) and the International Trade
Union Confederation (ITUC) to witness the election of new TUCP
officers. We have no fear of going through these elections as we know
we have the numbers and we fully intend to overcome a discredited
pretender associated in the public mind with contractualization and
pandering to employers.

Mr. Ernesto F. Herrera should abandon the pretense that he is the TUCP
President or that he should even presume to speak for workers. That is
a cheap masquerade. We believe however there is a technicality that
will prevent Mr. Herrera from even attempting to challenge Atty.
Mendoza for the TUCP Presidency. Mr. Herrera has been expelled from
the Associated Labor Unions – TUCP (ALU-TUCP) leadership for his
disloyalty as he was already representing another federation, the
Alyansa ng Manggagawang Pilipinong Organisado (AMAPO) as its
President. Bureau of Labor Relations records reveal an almost
non-existent membership in AMAPO.

The status quo ante order of the Bureau of Labor Relations is the
first step in ending this inane and irresponsible power grab of Mr.
Herrera. TUCP with the Associated Labor Unions – VIMCONTU
(ALU-VIMCONTU), Associated Labor Union for Metal Workers (ALU-Metal),
Associated Labor Union for Textile Workers (ALU-Textile), Associated
Labor Union for Transport Workers (ALU-Transport), Association of
Trade Unions (ATU), Associated Professional, Supervisory, Office and
Technical Employees Union (APSOTEU), Confederation of Labor and Allied
Social Services (CLASS), Kapisanan ng mga Kawani ng Koreo sa Pilipinas
(KKKP), National Union of Portworkers in the Philippines (NUPP),
Pambansang Kilusan ng Paggawa (KILUSAN), Philippine Airlines Employees
Association (PALEA), Philippine Government Employees Association
(PGEA), Philippine Seafarers Union (PSU), Philippine Trade and General
Workers Organization (PTGWO), Philippine Integrated Industries Labor
Union (PIILU) and the Technical Education and Skills Development
Authority – Association of Concerned Employees (TESDA-ACE) are solidly
behind Atty. Mendoza. In the TUCP Special Convention to elect new
officers, our candidates - who are truly pro-worker - will prevail.

MY FAVORITE SECRETARY Jesse Manalastas Robredo was a Filipino statesman who served as Secretary of the Interior and Local Government in the administration of President Benigno Aquino III from 2010 to until his death in 2012. Robredo was a member of the Liberal Party.


Awards and Recognitions

In recognition of Robredo's outstanding performance in public service, he received 14 major individual awards, including the 2000 Ramon Magsaysay Award for Government Service (known to be Asia's version of the Nobel Prize) for his good governance,[23] 1998 Konrad Adenauer Medal of Excellence as Most Outstanding City Mayor of the Philippines, Junior Chamber International (JCI) 1994 Ten Outstanding Young Persons of the World (TOYP) Honoree, Junior Chamber of the Philippines (JCI-Philippines) 1990 The Outstanding Young Men of the Philippines (TOYM), and the first ever "Dangal ng Bayan" Award of the Civil Service Commission. In March 2008, Robredo was conferred an honorary Doctor of Humanities degree by the Far Eastern University in Manila.
Robredo was a trustee of Synergeia Foundation Inc., a coalition of individuals, institutions, and organizations that works together to improve the quality of basic education in the Philippines. Synergeia Foundation Inc. collaborates with local governments, the Department of Education, socio-civic groups, schools, teachers, parents and students to implement systemic programs that will improve the processes, systems and structures of learning and teaching.
Robredo, together with Isabela Governor Grace Padaca and Pampanga Governor Ed Panlilio, launched the Kaya Natin! movement. The Kaya Natin! movement started through a meeting facilitated by the Ateneo de Manila University - School of Government on June.

Although Jesse Robredo’s remains have been found we should not stop looking for him. We can continue searching from where we are. If you have Internet nearby google his name. Search for who he was, where he came from and what he was trying to do when he quite suddenly disappeared. He had many friends in Cebu who will vouch for him. Especially friends who worked with and for the urban poor.

In April, 2003, he suspended all demolitions of informal settler homes in Metro Manila in the wake of violence which occurred previously in Parañaque. He ordered pre-demolition meetings before any demolition is done seeking as well more clarification on government policies regarding this. One of his avowed goals was the proper relocation of informal settlers.

He distinguished himself by favoring genuine empowerment through consultations over patronage in dealing with the poor. He was involved with the Philippine Rural Reconstruction Movement, which sought to encourage civil society initiatives in rural development. He was the former mayor of Naga City. He was the youngest mayor at the age of 29 when he was elected to that post.

He was a Harvard graduate with a masters in public administration. He was an alumnus as well of the University of the Philippines masters of business administration program. He was as well an alumnus of De La Salle University where he earned his undergraduate degree in industrial management engineering and mechanical engineering.

He received 14 major individual awards. All these gave him excellent grounding to be the excellent non-traditional politician that he was. He had ample experience in working for and with non-government organizations. There was a collective sigh of relief when he was appointed Department of Interior and Local Government (DILG) head over Vice President Jejomar Binay.

But this position put him also at the top of the Philippine National Police (PNP). His last official function before he died was to attend a police convention in Cebu City.

He was flying home to Naga City to be at the awarding of his daughter who won a swimming competition.

Being DILG secretary put him as well in a key position in the current government’s war against corruption. One of his key goals was to work for the eradication of jueteng in the country. He was in the process of cleaning up the PNP. In this work he went by the motto “Kaya Natin,” which more than anything points to the difficulty or even perhaps the near impossibility of this latter task.

From this, it is easy to understand that he was doing extremely dangerous work when his plane crashed off the Masbate coast. The crash may have been pure accident. One source said, the plane he was riding in was a “flying coffin.” But he had an excellent pilot in Capt. Jessup Bahinting who is known locally as a flying hero. The weather at the time of the crash was not at all remarkable. The crash site was so close to shore there were eye-witnesses who actually saw the plane’s tail bob up and down in the water before finally sinking.

Given all these circumstances, the crash was at the very least curious. It is certainly for now a mystery that needs to be clarified in no uncertain terms. Secretary Robredo was a soldier in the fight against corruption. His death is a step backward in that fight. And we must determine if his death was truly accidental or if the country’s enemies had a hand in it. Quite certainly, they have scored strategic points with his disappearance and death. Though his body has been found the search for who he was, why and how he died should still continue.

Advice for a New Leader

The NEW Leader's First 100 Days

Whether you’re a new CEO, a new team leader, or the President of the U.S., the pressure to descend from the mountain and present the Tablets of Truth can be overwhelming. It is also a trap. The first thing you ought to do if you’re the new person in charge is nothing!

Resist the temptation to ‘Hit The Ground Running.’ It is almost certain to be wrong. One, you don’t know as much as you think you know. And if you start off by imposing your views on people, you’re not going to have what you most need when you most need it—namely, the commitment of the people you need to get the work done. A new leader is in a temporary state of incompetence. That goes even for insiders.9999

Your most important tool is an open and questioning mind and manner. It’s your one chance to ask stupid questions!

For instance:
What should I be thinking about that I wasn’t thinking about before I got this leadership position?
What should I know that I might not have known before?
What’s on your mind?
What would you like the new leader to be doing?

EIGHT RULES (AN AGENDA F0R THE FIRST 100 DAYS)


LISTEN. Ask open-ended questions and force yourself to listen, really listen, to what they say. That means not talking.


RESIST THE SAVIOR SYNDROME. This is not the time to announce a bold new strategy or ‘vision.’


KEEP IT SIMPLE When people are deluged with long lists of priorities and action plans, their eyes glaze over and inaction reigns. But when they are given a couple of concrete priorities wrapped inside a clear and simple theme, they can move ahead with purpose, leaving room for individual imagination and experience to fill in the details.


HIT PAUSE. When posed with a good question wait a beat. If you don’t have the answer, promise to get back to them, and then do so.


LOOK FOR QUICK WINS. If you can find a few things that were serious flaws in the organization and fix them quickly, you can establish your credibility as a leader very fast.


SPELL IT OUT Use your early management meetings to do more than meet and greet; this is the time to establish what you expect of them, to communicate your management philosophy, and to set the tone—it’ll be hard to reset it later


DON’T DIS YOUR PREDECESSOR People forget that just about everyone who is there when the new leader arrives has worked for the old leader and probably has some loyalty to him or her.


GIVE FEEDBACK By synthesizing what you learn and communicating it to the organization, you give your workers an ownership stake in the new agenda and improve your chances for broad-based support.

Jollibee buys into Asian food group


MANILA, Philippines—Local fast-food giant Jollibee Foods Corp. (JFC) has consummated a deal to buy into a regional food group that operates a chain of Highlands Coffee, Hard Rock Cafe outlets and Pho24 restaurants, thus scaling up its presence across Asia.
JFC, through wholly owned Jollibee Worldwide Pte. Ltd., announced the completion of its acquisition of 50 percent of the business of SuperFoods Group, consisting of a 49-percent stake in Vietnam-based SF Vung Tau Joint Stock Co. and a 60-percent share in Hong Kong-based Blue Sky Holding Ltd.
This buy-in deal will cost JFC $25 million for the 50 percent stake in SuperFoods alone.
But part of the deal is to extend a $35-million loan to JFC’s partner Viet Thai International Joint Stock Co. (VTI) through their joint venture in SuperFoods. JFC has also advanced $5 million to the SuperFoods group.
The SuperFoods group, which has $30 million in annual sales, operates 56 Highlands Coffee stores in Vietnam. Its Pho24 chain of Vietnamese restaurants has 48 stores in Vietnam, 11 in Indonesia, four in Hong Kong, three in Japan, one in Cambodia and two in the Philippines. It likewise has Hard Rock Cafe-franchisedstores in Macau, Hong Kong and Vietnam.
Highlands Coffee serves Vietnamese coffee and light meals in 54 coffee shops in Vietnam. It also sells packaged coffee through retail outlets. In the Philippines, the franchising rights for operating Highlands Coffee were granted to IP Ventures Inc., which operates the largest chain of Internet cafés in the Philippines with 116 outlets under the brand Netopia.
JFC is set to use the equity method in accounting for its 50-percent interest in the SuperFoods in compliance with Philippine Financial Reporting Standards and the International Financial Reporting Standards. Under this method, the revenues, other profit and loss items and cash flows generated and the balance sheet held by the SuperFoods will not be reflected in each line item of JFC’s consolidated financial statements. Only JFC’s investments, loans and advances to and its 50-percent share in the net results of operations will be reflected in its consolidated balance sheet.
The dominant player in the Philippine quick-service restaurant industry, JFC is increasingly turning to the overseas market for future growth. Its offshore business, which now accounts for about a fifth of worldwide sales, is targeted to grow as large as its domestic operations by 2017. As of end-2011, it had a total of 2,003 restaurants in the Philippines. Globally it has 2,471 restaurants.
